What Special Programs Are
Section titled “What Special Programs Are”Medicare offers several programs to help beneficiaries with limited income and resources. These programs reduce costs for premiums, deductibles, and copays, making coverage more affordable.
Key Programs
Section titled “Key Programs”Medicare Savings Programs (MSPs)
Section titled “Medicare Savings Programs (MSPs)”- Help pay Part A and/or Part B premiums.
- May also cover deductibles, coinsurance, and copayments.
Types include:
Section titled “Types include:”- QMB (Qualified Medicare Beneficiary Program): Pays premiums, deductibles, coinsurance, and copays.
- SLMB (Specified Low-Income Medicare Beneficiary Program): Helps pay Part B premiums.
- QI (Qualifying Individual Program): Pays Part B premiums (funding is limited, first-come, first-served).
- QDWI (Qualified Disabled and Working Individuals Program): Helps pay Part A premiums for certain disabled individuals.

Dual Eligibility: Medicare + Medicaid

Coverage Coordination

- Medicaid may cover costs Medicare doesn’t—such as premiums, deductibles, coinsurance, and services not included in Medicare.
Special Plans
Section titled “Special Plans”- Dual Eligible Special Needs Plans (D-SNPs):
- Medicare Advantage plans specifically designed for people with both Medicare and Medicaid.
- Provide integrated benefits, care coordination, and often extra services like dental, vision, and transportation.
Other Common Special Programs
Section titled “Other Common Special Programs”Some health plans offer specialized programs designed for individuals with certain health conditions or specific care needs. These programs allow eligible individuals to enroll in plans tailored to provide more focused support and benefits. These types of plans are known as Chronic Special Needs Plans (C-SNPs) and Institutional Special Needs Plans (I-SNPs). C-SNPs are created for individuals with qualifying chronic conditions, while I-SNPs are designed for people who live in institutional settings or require a similar level of care.
